the goof up was by tamil experts. One possible reason being that
unlike most other Indian languages (except bengali and urdu) several
countries are involved in the decision making regarding Tamil, and

Unlikely. That is why I say "he Tamil unicode encoding table is a pain
to see. Anyone with
elementary knowledge of Tamil will reject it outright."
I am not an expert, but I know tamil alphabets. When I can see the
mistake and how it came about, do you believe that any tamil "expert"
would have signed off on such a lay out?
