I understand that the currently accepted way towards fixing is to get
the state language body to raise the issue with TDIL who in turn would
raise it at an Unicode meeting. This, unless TN state is a member of the
Unicode Consortium itself (which I have heard in some quarters is a
thing that is being considered)
