Yes. Initially for allocating the space in the Unicode table, Indian
Govt gave the ISCII as standard covers all the Indian languages, that
is actual problem.
Now join effect from our govt + other country is needed to get proper
code space for Tamil.
AFAIK in TN, there is NO unity between the people, who are responsible
for taking this steps. Everyone wants to push his/her own idea.
