Because people did not flock to FiOS, and forcing it on people is so expensive 
that Verizon soon called it quits.

What is "inferior" is a bad business decision. The practical result of this is 
to further limit the competition for broadband service, which is extremely 
limited anyway, as long as wireless broadband remains unreasonably expensive 
for general purpose access.
