I've added a footnote: "It is possible to arrive here without having used
the Power of Prophecy." There seems to be no easy way to prevent arrival
here for those who did not use Prophecy, nor any straightforward way of
removing this inconsistency.


But what would this "prophecy" be? Using the Power of Prophecy in this
situation only tells you of a "death from above", and then in Section
61, whether you use Prophecy or not, both you and Shan spot what it's
all about, and you seem to be aware of that the Quoku are dangerous. I
don't think it makes sense at all...
I agree, but without partially rewriting at least one of the sections there's not an easy way to resolve this. And the footnote would still be required. :-/
