Let's go with the second one to preserve the more specific name.

I could have sworn that I had recorded some keys as Special Items, so
I looked, and there is at least one example of a Special Item key: the
[Ornate] Silver Key in The Caverns of Kalte Section 280:

To preserve the game mechanics, I'd suggest the following:
