If I remember correctly, the task is ridiculously easy. All it takes
is to dump the CD into local filesystem, remove the offending packages
(there are two - redhat-logos & anaconda-images), rebuild
base/comps.xml (I think just remove the lines that refer to these two
packages) and base/hdlist (tools to build this file are included in
the anaconda package), and recreate the ISO file. The procedure is
entirely similar to adding non-Redhat RPM packages to a Redhat
installation CD and is documented all over the net.

Simple redistributions without forcing modifications should be
allowed: destroying that basic freedom is unpardonable.
