I don't think you even need to be a licensed owner. You can just
download RHEL from Redhat's site and redistribute it to your heart's
content - this is what distros like Whitebox or CentOS are doing.

RHEL (all versions) is available here for download:

ftp://ftp.redhat.com/pub/redhat/linux/enterprise/

The "license" of RHEL is not a license to use the software, but a
support contract.
